Here is how you complete another one of Bryan’s Quests!

  1. Shoot a camera
  2. Repair the camera with a repair kit
  3. Repeat four more times, five in total.

The camera locations are as follows:
I recommend going in order from the Arway dealership plot, Phester Dam, Eastdike apartment complex, towing impound, and then Pahrump’s gas station.

You can do the same camera if that makes things easier. This appears to be a bug though.
